offset is the amount in mm that the mounting face of the back of the wheel is offset from the centre of the wheel.
so on a 9" wheel, offset zero would mean the back of the hub is exactly 4.5" from both edges of the wheel.
a positive offset is where the hub is towards the front of the wheel pushing the barrel in to the arch (less dish)
negative is where the hub is towards the back of the wheel pushing the barrel out of the arch (more dish)
http://performance.alloysuk.com/images/library/offset.jpg
low offset or better yet, negative offset is best for deep dish wheels for serious stance.
and just to ad, adding spacers lowers the offset by whatever thickness the spacer is. If youre looking for wheels that stick out to or past the arches, you want as little an offset number as possible, or idealy - numbers eg, -10. This applies to dish AND non dished wheels.
Maybe people who are not up to speed can gain the information they want here and it may serve useful to those looking to change their wheels too. And it goes like this...

using the figures you've given me,
an 8.5 wheel with et -12 and a 25mm spacer to start with (et-37),
and swapping to
a 9.5 et -19 wheel WITH the 25mm spacer (et-44) will leave you with
6mm LESS space between the wheel and the suspension,
and will bring the outer edge OUT 20mm
without the spacer you'll be worse off in every way.
put the original wheel on with the spacer, then use a ruler and guage how much space you have to play with on either side.
whats the best size wheel and offset for a 180 to come out nicely to the archs im new to all this offset lark

Depends on a million things really, camber, tyre sizing etc! Get wheels around a width and offset which is proven to work and make them fit nicely yourself. If the offsets are weak, use some spacers.

spacers lower the et of the wheel, just remember that.
i makes it easy to compare two wheels with differant offsets while using spacers.
never even noticed this i spend my days on zilvia.net lookiing at there wheel specs. sorry for the talkn il get pics up of mine asap
has anyone else got pics of wheels on s14a's with sizes and offsets.
